Please ignore this last comment as I had checked the behaviour only and not the
JK Status console with mod_jk/1.2.22.  It still behaves incorrectly in that it
has sticky_session_force=True but when one of the servers is down with a session
already established it loadbalances to the other server causing errors in our
application because we do not have the original session.  Please note that we do
not require session replication switched on.
