The correct file metadata on archives.apache.org are:

Size: 5090572 Bytes
MD5: 0bb2827c5eacf570b6064e24e0e6653b
SHA1: 7d31f66efb22b2fa60490e3bed7019c0a2b3cee4
SHA256: 5b808abd5b7a3d561d690bba97c4c428215013e7f2e26ddd911e1cf63580ed90

The size of the file is close to the earlier and later versions.

I can download and it works on my Windows system.

Maybe a proxy between you and archive.apache.org has a bad file in its 
cache?
