Mod_proxy uses ap_proxy_canonenc to reencode the URL.
For example:
 /myapp/%25%25%25toto%25.gif -> /myapp/%%%toto%.txt (by mod_write) ->
myapp/%25%25%25toto%25.txt (by ap_proxy_canonenc).
