When I have GET request with parameters encoded in UTF-8, the parameters in
query string are taken as if they are in ISO-8859-1. Example page that doesn't
work with anything beyong US-ASCII is
http://svn.apache.org/viewvc/lucene/nutch/tags/release-0.9/src/web/jsp/search.jsp?revision=526024&view=markup
 When I just switch from GET to POST, it works.
