The code below doesn't make sense:
<snip>
            catch (IOException e){
                log ("Caught exception " + e);
                throw new IOException (e.toString());
            }
</snip>

It should be "throw e;".

IMHO, It seems no need to log this exception here, so 
the cache block can be removed.
