w3c suggests ; to be used as a query arg separator instead of &
http://www.w3.org/TR/1999/REC-html401-19991224/appendix/notes.html#h-B.2.2

other servers like python urllib module and twisted.web parse it that way
Tomcat should parse arguments:
http://localhost/page?a=1;b=2;c=3
as
a=1
b=2
c=3
