The page character encoding is the character encoding in which the JSP page or
tag file itself is encoded. The character encoding is determined for each file 
separately, even if one file includes another using the include directive
</spec-quote>

Your example works fine for me with SVN trunk once I edit the static pages to 
add <%@page pageEncoding="UTF-8"%>.

Of course, you are free to nag the JSP expert group https://jsp-spec-
public.dev.java.net about this all you want.  Here at Tomcat, we just 
implement the spec.
