Summary: URL encoded unicode characters in GET request parameters
cause the parameter not to present in the request object
           Product: Tomcat 5
           Version: 5.5.12
          Platform: Other
        OS/Version: Windows XP
            Status: NEW
          Severity: normal
          Priority: P2
         Component: Unknown
        AssignedTo: tomcat-dev@jakarta.apache.org
        ReportedBy: jshare@opera.com

I have a bug in my client side code that adds a unicode character to the end of
a get parameter before submitting. For example,

myurl.html?title=oslo%20lufthavn%uF843

Although this character shouldn't be there, it shouldn't cause the parsing of
that parameter to fail. When I call;

request.getParameter("title")

The returned value is null where I would expect the bad unicode character to be
correctly parsed and sent on to me.

I have set OS as Windows as that is where I have reproduced the bug but this
behaviour was originally observed on a Linux system.
