The issue is that at least in 5.5.9 this attribute appears to be 
*hard-wired* in JspC so that you can't override the default via a simple 
Ant task attribute or command line argument.

I guess I should double check the latest sources.  Otherwise I'm 
inclined to change this in our own Tomcat distro.
