If you want to use log4j through commons-logging, you have to add the
commons-logging wrapper classes next to log4j. The classpath is actually
constructed using entries in the bootstrap.jar manifest.

There's no bug here. BTW, the change you mention has nothing to do with
classloading. I recommend you do more research, or post to mailing lists before
opening a bug.
