It is bundled with each version of ugli-xxx.jar. In a class loader following the child-first delegation model (as in WebAppClassLoader in Tomcat) the factory used will be the correct one whereas in a class loader following the parent-first delegation model the factory used will be that of the parent. It's not perfect but at least UGLI won't blow up and crash your application.
