This has been fixed in CVs for TC4.1.x

TC5.5.x already includes this class.

You will still need to add the package to the "java.protocol.handler.pkgs"
system property as per http://java.sun.com/j2se/1.4.2/docs/api/java/net/URL.html
to make this handler visible to java.net.URL
