Since these are policy files and do not contain any classes I can't do a simple
'Can I load the class?' test. What I have done is tried the following scriplet
in a JSP:
    <%
    Cipher c = Cipher.getInstance("DES/CBC/PKCS5Padding");
    out.println("<p>The cipher returned was '" + c.toString() + "'</p>");
    %>

This works on startup and after a re-load when tested against the latest TC4
source from CVS.

I suggest trying the latest release (4.1.31) and if that doesn't work please
attach the shortest possible piece of code (or a simple WAR) that demonstrates
the problem.
