To be really clear does "is reached" mean there are 'maxActiveSessions' 
*active* (non-passivated) sessions?  Or does it mean there are 
'maxActiveSessions' sessions which have not been invalidated and/or 
destroyed?

[We need the former -- badly enough to add it ourselves if necessary.]
