Upon validating the contents of the Content-Type header, it seems that Tomcat is
putting the header back together in a way not consistent with how it was
submitted by the application. Example:
Content-Type: application/xml; charset="utf-8"
is changed to
Content-Type: application/xml;charset=utf-8

This breaks certain applications who expect the first variant (both are
perfectly valid). In addition, all examples in XML and HTTP specifications
(RFCs) are of the form
Content-Type: application/xml; charset=utf-8
(with space, without quotes).

Line 521 in
jakarta-tomcat-connectors/coyote/src/java/org/apache/coyote/Response.java
reads
ret = ret + ";charset=" + characterEncoding;
but should be changed to read
ret = ret + "; charset=" + characterEncoding;

PS: This also applies when using Tomcat in standalone mode (i.e. no connector)!
