Oracle 9.2, 10.x JDBC thin clients do not work when charset conversion calls are required

Seems Tomcat does not allow to load orai18n.jar library,m which is part of 
Oracle JDBC distribution for JDK 1.4, due to the fact java.nio.charset.spi.
CharsetProvider exists in the META-INF. This causes severe errors, i.e.

java.sql.SQLException: Non supported character set: oracle-character-set-39
	at oracle.gss.util.NLSError.throwSQLException(NLSError.java:65)
	at oracle.sql.CharacterSetUnknown.
failCharsetUnknown(CharacterSetFactoryThin.java:178)
	at oracle.sql.CharacterSetUnknown.convert(CharacterSetFactoryThin.java:145)
	at oracle.sql.CHAR.<init>(CHAR.java:147)

if database does not have either US7ASCII or WE8ISO8859P1 character sets.
