too man jar files in war file or WEB-INF/lib crashes jasper call of javac

Summary: too man jar files in war file or WEB-INF/lib crashes
                    jasper call of javac
           Product: Tomcat 4
           Version: 4.1.27

the lib dir is:

C:\Program Files\Apache Group\Tomcat 4.1\webapps\Bozman\WEB-INF\lib

somewhere around a jar classpath of 2400 characters or about 30 standard jar
filenames you get:

org.apache.jasper.JasperException: Unable to compile class for JSP

An error occurred at line: -1 in the jsp file: null

Generated servlet error:

...

I was able to reproduce this by making empty jar files and filling the lib dir,
then create a test <%=new java.util.Date()%> jsp page, once too many jars are
put in the path it wont compile.
