In SSIServlet.java line 167, the code is 
res.setContentType("text/html;charset=UTF-8");
But in DefaultServlet.java, the content type is found from web.xml, the code is 
// Find content type.
        String contentType =
            getServletContext().getMimeType(resourceInfo.path);

I don't know if it's a problem.
