Following two cases work ok:

<jsp:include page="..." flush="..." />

and

<jsp:include page="..." flush="...">
   <jsp:param name="..." value="..." />
</jsp:include>

but this does not

<jsp:include page="..." flush="...">
</jsp:include>

The final example produces the following (good!) message: Expecting "jsp:param" 
standard action with "name" and "value" attributes

The final example worked fine in 4.0.6.  I was not able to recognize this as a 
change in the JSP2.0 spec.  Bug?, Spec change?
