HostConfig.deployWars() might not create context xml for auto-deployed .war files

When a war file ist autodeployed a context xml should be automatically created 
in the $CATALINA_BASE/<engine>/<host> directory. In 
org.apache.catalina.startup.HostConfig.deployWars() the line

ostream = new BufferedOutputStream(new FileOutputStream(xml), 1024);

can fail because the parent directories of xml might not exist. The exception 
is silently swallowed. 

Solution: add xml.mkdirs(); before that line.
