Deployer can't treat multi-byte characters in JSP correctly

When jakarta-tomcat-5.0.24-deployer compiles web application,
any multi-byte characters in JSP are not printed out correctly.

Java-source produced by jasper2-task is written in "UTF-8" encoding,
so javac-task requires 'encoding="UTF-8"' attribute.
