mod_jk fails to pass GET parameters to servlets

mod_jk both 1 & 2 on apache1.3x using both tomcat 4 & 5 fail to send arguments 
after the question mark to servlets.

JSP pages are fine, but servlets request only work with post.
Both binary distribution and self compiled versions of mod jk used.

property file is as follows
