It is not a duplicate of 28131, which was also found by me.

28131 prevented any expiration in a cluster. This bug here only applies if one 
cluster node is shutdown. Then the replicated sessions will no longer expire.

28131 is resolved in DeltaSession.java, this bug here must be resolved in 
DeltaManager.java. Please leave open for comment by Filip Hanik.
