Err well, i don't know, true round robin as it works with a non-prefork Apache
does distribute different Users on the tomcat instances like this:

T1              20
T2              20
T3              20
T4              19
T5              19
T6              19
T7              19
T8              19

So each tomcat gets a roughly equal share of the workload.
It was quite a big problem for as because we had a very memory-consuming
Application and the Heapspace of the first three tomcats was fully stuffed and
the others were just sitting ducks...

Now it's workin fine as we're using Apache 2 with mpm, but its still a bug IMO.
