Subject configuring tomcat for encoding types.

Hi ,
     is there neway i can avoid writing these two statements in all my
jsp's.

"response.setContentType("text/html;charset=UTF-8");
request.setCharacterEncoding("UTF-8");"

I want that somehow i can configure these two setting for the server so that
i dont have to modify all my jsp's.
i m using version 4.1
