To quote from RFC2616 (sections 3.11 and 14.19)
entity-tag = [ weak ] opaque-tag
weak       = "W/"
opaque-tag = quoted-string
ETag       = "ETag" ":" entity-tag

Examples:
      ETag: "xyzzy"
      ETag: W/"xyzzy"
      ETag: ""

The ETag provided by Tomcat is 100% spec compliant. I am afraid this is 
something you will have to take up with Microsoft...
