javax.servlet.http.Cookie#setDomain(String) throws NullPointerException for null parameter

The javax.servlet.http.Cookie#setDomain(String) method throws a 
NullPointerException for a parameter value of null, though the javadocs does 
not mention that a null value is not acceptable or will result in an exception.

So either the javadocs should be changed or else a null check should be done 
before invoking toLowerCase() on the parameter.
