Ok, normally I just ignore 3.2.x bugs, but this one is starting to get silly:

a)  The TC 3.2.x branch is no longer supported (which is the reason for the 
WONTFIX :).
b)  You can't possibly be calling setCharacterEncoding, since it didn't exist 
until the Servlet 2.3-spec (and 3.2.x implements the Servlet-2.2-spec).
