A number of features have been introduced in later versions of Tomcat that 
relate to URI encoding. This includes a URIEncoding attribute on the Coyote 
HTTP/1.1 connector which defaults to ISO-8859-1.

It is also worth noting that according to the servlet spec:
HttpServletRequest.getPathInfo() should be decoded by the web container;
HttpServletRequest.getRequestURI() should not be decoded by the werb container.
