in JSTL 1.1 spec 8.3.2 about multiple setlocale work explain.
but in tomcat 5.0.16.in one jsp multiple setlocale ,the output html page is not 
work in purpose.

same jsp work in tomcat 4.x ,work fine.so this is a critical bug.

produce steps:
1.create two properties one is:Directory.properties,other is 
Directory_zh_CN.properties.
2.write a jsp with follow code:
 <f:setLocale value="en"/>
<f:setBundle basename="Directory"/>
Name:<f:message key="name"/>
Sex:<f:message key="sex"/>
<hr>follow is chinese
<f:setLocale value="zh_CN"/>
<f:setBundle basename="Directory" />
Name:<f:message key="name"/>
Sex:<f:message key="sex"/>

3.see output .
