[PATCH] improve I18N for admintool

I send admintools I18N improve patch for tomcat4.1.x. This patch
improve more about I18N. This patch improve following problem:

   + The left frame wasn't internationalized.
   + Some of the word in right frame weren't internationalized.
   + Some one miss understand
       MessageResource.getString(java.lang.Locale locale, java.lang.String
		                 key ..)
     API. ex. resources.getString("mssage", locale);

I modified English and Japanese ApplicationResources property
files. However I don't know how can I tranlate for Esperanto. So I
added TODO comment in ApplicationResources_es.properties.


Please take following patch.

and 

 + add ApplicationResources.properties

  http://yamaguch.sytes.net/~tora/tmp/ApplicationResources.properties

  * this file is delived from ApplicationResources_en.properties.

 + remove ApplicationResources_en.properties.

One more ask here. SetCharacterEncodingFilter is commented. This means
other than English people must modify web.xml for input thier own
character. I would like to uncommend SetCharacterEncodingFilter and
set default encoding to utf-8. utf-8 is upper compatible with
iso-8859-1 and most of people won't be affected by utf-8. I would like
to recommend it to conviniency for non English user.
