[PATCH] Can't store web application context with admintool.

Admin tools have a following problem. When I change Application Context and
store it's configuration with other than iso-8859-1, the configuration file
($CATALINA_HOME/conf/Catalina/localhost/*) would be broken. The cause is
StandardServer don't open file with utf-8 neither write xml header encoding.

I wrote patch for this problem. Please took following patch and fix problem
until tomcat5 final release.
