The location of the error (139,13) indicates that the error occurs at column 13,
where "inMsgList" starts.  Jasper is looking for attributes of the form
foo="bar", and failing that, looks for '>', or '/>', and issues unterminated tag
error when that fails again.  All this is done at parsing time, and mandatory
attributes are not checked until later, so it does not know what attribute is
missing at this stage.

Note also that a JSP page in standard syntex is in general not a valid XML
document and cannot be validated.

To do better would involve some non-trivial changes to the parser, and the
benefit is not worth the trouble.
