I had a similar problem in the past. The behaviour your seing is (perhaps strangely) according
to 
spec (the included buffer being flushed before the includers buffer).

If you want to make this work with request dispatchers, make sure you do a out.flush before

including the second page (that is what the flush="true" means in the jsp:include tag).
