If a dash character is present in a webapp path name, a webapp with the same 
name up to the dash will be rendered inoperable. For example, given 
servlet 'A' deployed at path /test and servlet 'B' deployed at /test-b, 
servlet 'A' will be rendered inoperable after servlet 'B' is deployed.

If servlet 'B' is assigned a path with a dash (e.g. /testb), everything works.
