TldConfig.java does not set SystemId

Trying to use entities in tld xml file, XML parser throws:

org.xml.sax.SAXParseException: Relative URI "entities/converter_attributes.xml";
can not be resolved without a base URI.

The problem seems to be caused by calling digester.parse(InputStream) method
instead of digester.parse(InputSource) one. To fix this, must change
TldConfig.tldScanStream to accept InputSource instead of InputStream.
Respectively, tldScanJar() and tldScanTld() need trivial changes to pass
InputSource.

Same bug exists in Tomcat 4.x as well. Should I enter the same bug there?
