This happens regardless of whether the fullname is changed, so long as
the Save button is pressed.  Looking at the user.jsp for the webapp, evidently
someone removed three lines (two includes and a break) which completely remove
the capability to manage the users' roles.  I would like to know the reasoning
behind this (another bug, etc?).  Until it is clarified, here is a quick fix:

Insert the following piece of code  (between the dashes) in the spot shown in
%TOMCAT_HOME%\server\webapps\admin\users\user.jsp:
