Form-based authentication doesn't work

The action value "j_security_check" for a form element in a login page,
configured to be used for the form-based authentication method, gives "404 The
requested resource (j_security_check) is not available."

Also, the login page is returned by doing a forward instead of a redirect. This
means that relative paths in the login page can not be resolved. The spec is
vague about how the login page should be delivered, so this may be okay, but I
bet it takes many users by surprise.

In TC 5.0.2, this worked fine.
