It looks like these directories are hard-coded in Bootstrap.java to be fixed
subdirectories of CATALINA_BASE.  (BTW the documentation still says CATALINA_HOME.)

I want to add classes and jar files from some additional directories.  (They are
at fixed locations in my development environment and I'm migrating from JRun
which does make this configurable.)

Perhaps a catalina.shared-classpath property?

(Symbolic links would work except I'm running on Windows.  Guess I'll have to
copy them.)
