The manager app seems to claim that starting and stopping works just fine.

For instance, here's what happens when I...

stop jsp-examples
OK - Stopped application at context path /jsp-examples

start jsp-examples
OK - Started application at context path /jsp-examples

However, when I go to the context after the manager has claimed to start it
again, nothing works.  Not event the index.html page.

Seems like there is something more serious going on.  I have none of these
problems with Tomcat-4.1.24
