Subject startup process of tomcat and compilation of jsp

Do web apps, jsp and java files get recompiled each time tomcat is restarted
? 
Or does the tomcat resort to the isOutdated() method call to once again
whether 
recompilation is needed at startup time ? 

The reason for asking this is cuz accessing the a jsp (of a webapp) seems to
take
too long the first time after tomcat is restarted.
