No, the setting means that you disable setting a different timeout value for
uploading (otherwise, the main connection timeout is used for everything). If
you look deeper, you can see the fields and properties used for fine tuning the
various timeouts. Some extra get/set will be added in Tomcat 4.1.25 to help.
