There are lots things that can affect the .java files produced by Jasper, and
not all of them needs to trigger recompilation.  The list includes: the use of a
different javac compiler, the change of classdebug (like you suggested), and
(yes) the change of enablePooling.

The fact is there's no way for Jasper to detect a change in value for
enablePooling.  All jasper knows is whether it is set to true or false.  To do
it otherwise would not be feasible.
