The codes that jasper generates assumes the existence of a runtime libaray. 
Doing it otherwise is technically not feasible.  I am sure other web container
use their own runtime libraries too.

Note also that runtime libraries contain codes for privileged blocks can be only
be executed with privileage granted when the security manager is on.  The
granting of the privilege is done currently in TC by recognizing the runtime
package name.  This would be much more tedious (if not impossible) if those
codes were to be expanded in the generated codes.
