Can't do partial scriptlet/partial literal even when rtexprvalue is set to true

1. Base case - just literals. This works fine:

2. Simple scriptlet. This works fine:

3. Mixed scriptlet/literals. This does not come out as one might expect:

<% String fontColor = "#000000"; %>

    pre="<font color=<%=fontColor%>>LastName</font>:"
    />

In the last case, it just passes the literal "<font
color=<%=fontColor%>>LastName</font>" to the tag. 

I looked through the JSP 1.2 spec for 'rtexprvalue' and didn't find anything
that speaks specifically to this issue.
