The test page

<jsp:attribute>
    <jsp:attribute name="name">
        someattr
    </jsp:attribute>
    <jsp:body>
        someattrvalue
    </jsp:body>
</jsp:attribute>

is not a valid page.  The compiler's error message

    jsp:attribute must be the subelement of a standard or custom action

is valid.  If the page is modified so that jsp:attribute is nested in a standard
action, such as

<jsp:include>
  <jsp:attribute>
    <jsp:attribute name="name">
        someattr
    </jsp:attribute>
    <jsp:body>
        someattrvalue
    </jsp:body>
  </jsp:attribute>
</jsp:include>

then the compiler will generate the message

    a jsp:attribute standard action cannot be nested within another
    jsp:attribute standard action

as expected.
