Duplicate context listener entries in server.xml when saving

When commiting changes with the admin tool, or deploying webapps with manager, 
an extra <Listener ...> tag is added to every context in server.xml.

So over time, server.xml grows and grows!

The Listener entries are all exactly the same.

An example of how this looks in server.xml:

  <Listener .../>
  <Listener .../>
  <Listener .../>
  <Listener .../>
  <Listener .../>
  <Other tags...>
</Context>
