problem with jk/build.xml "isset" element lines 383 & 389

I can't build the jk connector on a sparc linux machine, ant fails with the message:
BUILDIR/jk/build.xml:383 Class org.apache.tools.ant.taskdefs.condition.Not
doesn't support the nested "isset" element

I've tried commenting this out (and the one on line 389) but the build script is
expected messages so fails anyway after that

tried with a couple of jdk's 1.4.1 and 1.3.1 (both Blackdown)
linux version is Debian running a 2.4.18 kernel
