Tags like <jsp:expression> doesn't work !

Section 5.1 of the spec states:
"A JSP page in either syntax can include via a directive a JSP page in either
syntax. It is not valid, however, to intermix standard JSP syntax and XML syntax
inside the same source file."

The snippet provided is in the JSP syntax. Not the XML syntax. To make your
document in the XML syntax - you need to wrap your document in <jsp:root>. (As
well as a few other changes)

If you still think this is a bug - I recommend posting this question to the
tomcat-user list. More people follow that list and may provide more insight.
