Sorry, I mispoke.  I checked with JSP spec lead and Andreas is right that
<jsp:attribut> cannot be used in the way I described, per JSP.5.10.  However,
this can be used instead.

        <jsp:element name="td">
            <jsp:attribute name="value:>
                <jsp:expression>foo</jsp:expression>
            </jsp:attribute>
        </jsp:element>
